The closing statement of the conference (Amman Declaration) stated: �... We emphasize that a comprehensive and lasting peace is a strategic Arab option as embodied in the peace initiative adopted by all Arab countries and supported by the Organization of Islamic Cooperation, which is still the most comprehensive plan that has the potential to achieve historic reconciliation based on �Israel�s� withdrawal from the occupied Palestinian, Syrian and Lebanese territories to the June 4, 1967 borders, and addressing all final status issues, foremost of which are the issues of refugees, and providing security, acceptance and peace (for Israel) with all Arab countries�.

O Muslims:

This text in their closing statement is a declaration by your rulers, the Ruwaibidhat (ignorant rulers), of their continued squandering of the Holy Land, Palestine, without fear of Allah or shame from His Messenger, and the renewal of their commitment to abandon the state of war with the Jewish entity. The overthrow of the military option of their dictionary in dealing with the Jewish entity is a betrayal to Allah and His Messenger and the believers, and a loyalty to the Kafir colonists and love and loyalty to Jews. It is a confirmation of their commitment and their relentless pursuit to provide security to the Jews and their corrupt entity, and a persistence from them to manufacture and find acceptance for it and integrate it in your country and link your lives with it and hold your present and your future to ransom for it.

The hostility of the Muslim Ummah to the Jews is a creedal hostility that will not change or transform and will not allow you to achieve a historic reconciliation as you fancy and wish, and you will not be able to provide security to the Jews nor to find acceptance of their corrupt entity, which was found as a result of your betrayals, conspiracies and deception through the series of your summits� conferences or your nominal wars. They will never enjoy peace while they usurp the land of Islam ... as Palestine from its sea to its river is an Islamic land, and Allah obliged Muslims to liberate it even if it will cost millions of martyrs.

O Muslims:

It is time for you to get rid of your rulers, who do not spare a moment to perpetuate and deepen your separation and fragmentation, nor an effort to work on defeating you, wasting your rights and your country, squandering your resources, and re-shackling you with fear and empower your enemy over you. It is time for you to work to establish your legitimate political entity; the second Khilafah (Caliphate) Rashidah state on the method of the Prophethood, in which your pride and your glory lie and by which your country and your sanctities are liberated and your enemies are expelled from your country an evil expulsion.

Mosul is Being Eradicated and the Blood of its Women, Children and Elderly is Spilled by American Planes What are you waiting for, to save it, O Muslims?

Mosul�s District Council demanded that the city of Mosul should be declared a disaster zone... This came after the raids carried out by the coalition aircraft on Thursday, 23/3/2017, targeting houses in the new Mosul area, where 230 people, mostly children and women were killed. (Al-Arabiya, 24/03/2017). The Head of the Mosul District Council Basma Basim revealed that more than 500 civilians were killed by the bombing by the International coalition of the neighborhoods in the western part of the city of Mosul about a week ago... A source in the civil defense in Mosul said: "Hundreds of families estimated to number 2,070 civilians, including women, children and the elderly, are still under the rubble in the areas of New Mosul, and in Al-Mashahdah, Al-Akidat, Bab Al-Jadid, Al-Farouq and Al- Matahn." (Al-Jazeera, 25/03/2017). The United Nations estimates that 400,000 Iraqi civilians are trapped in the Old City of Mosul, while government forces are fighting to regain control of the city.

Words cannot describe the severity and tragedy of the situation in Mosul. Hundreds of innocent people, mostly women and children, have paid with their lives - in a single raid - a price for the criminality, brutality and ambitions of colonial America. This raid was described as the deadliest on civilians, among the air operations carried out by the American army since the invasion of Iraq in 2003 ... The Iraqi Observatory for Human Rights said: 3,846 civilians have been killed in the western side of the city of Mosul in the north of the country since the start of military operations on the 19^th of February. (Al-Khaleej Online, 25/3/2017) This is in addition to the hundreds of thousands who have been displaced and the tens of thousands stranded in the city between the �hammer� of the coalition forces and the �anvil� of ISIS, as well as the hundreds of homes destroyed, and the figures and statistics that relate the tragic humanitarian situation in Mosul are increasing.

America, the criminal, is killing innocent children, women and defenseless civilians in Mosul in cold blood, under the pretext of fighting ISIS, and then it boasts of its terrible crime in the result of the investigation, which was issued on Saturday 25/3/2017, where it said: that a US aircraft has bombed, at the request of Iraqi security forces, a site west of Mosul, dozens of civilians are believed to have been killed and wounded." (Reuters, 25/03/2017) The result of this investigation shows America's arrogance and insolence, and shows its real goal of its war in Iraq, that it is not against ISIS as it claims. Otherwise, it would have targeted the areas of its existence and the victims would be the members of ISIS. But in reality the victims are the innocent! This was confirmed by the Head of the District Council of Mosul, where she said in her remarks: "What happened is almost intended because it did not target the fighters of ISIS, whose number did not exceed six people before leaving the neighborhood!" (Al-AlJazeera, 25/03/2017)

In light of these crimes committed by the coalition forces, those who champion the call for rights and freedoms of international institutions, as well as of the leaders of the hypocritical international community who show their sympathy for any attack or bombing in Western countries, and consider it as terrorism and an unforgivable crime, in contrast view the killing of hundreds and even thousands of Muslims in one day as a subject to be looked into!

What is worse is that America's sinful coalition is committing massacres against civilians in Iraq and Syria, with the help of the ruling regimes in the Muslim countries, especially the neighboring countries such as Turkey and Iran, and even with the help of the rulers of the disaster-stricken countries. Which sane ruler seeks help from the colonizers and conspires with it against his people?!

These regimes are nothing but tools that carry out the orders of America and serve its interests and implement its plans. The blood of these innocent people will be a witness to the betrayal and the subordination of these regimes, as well as witness to the failure of the Muslim armies to come to their support and protection, ignoring the saying of Allah:

O Muslims: There is no way to stop the spilling of blood that flow in the Muslim countries and end their suffering except by uprooting these puppet regimes, and establishing the second righteous Khilafah (Caliphate) on the method of Prophethood on their ruins; the Khilafah that unites Muslims and supports the oppressed and reinforces the Ummah's status and pride. The Khilafah whose Khaleefah will be a father for the children, not their enemy or conspire with their enemies against them. So proceed and work with the workers to establish it, and direct the hands of your sons in the armies to establish it. The events are catastrophic and life is short and supporting your brothers is a trust on your necks.

QnA:- What is Behind Raising the Interest Rate in America?

Question: On 15/3/2017, the Chair of the US Federal Reserve, Janet Yellen, announced that the Federal Open Market Committee decided overnight to raise the interest rate by a quarter of a percentage. This is the second time that the interest rate has been raised within three months, and it was noted that it will be raised twice later this year ... It is known that raising interest (usury) means the recovery of the economy, but the US economy is still suffering from crises, so how can this be explained? Thank you.

Answer: US interest rates were reduced to almost zero during the 2008 financial crisis, and remained so for seven years until December of 2015, when Yellen also pointed to raising interest rates (usury) for several times during the year 2016, but the implementation of raising interest rates (usury) has failed, and only the interest (usury) rate at the end of the year was raised, and to understand the reasons to raise interest rates (usury) or reduce them we say the following:

1- The purpose of determining the interest rate (usury) that is put in practice through the decisions to buy and sell US Treasuries is to determine the monetary policy, especially knowing the availability of currency in US markets, and this is necessary for two main reasons:

�      Because the lack of currency in the market if the interest rate (usury) is high, it will slow economic growth, because people do not get to borrow from banks because of the increase in interest rates (usury).

�      Because the increase in the cash currency in the market if the interest rate (usury) is low, it leads to inflation, due to increased cash supply in the markets because of the demand for borrowing due to lower interest rates (usury).

2- Since 2015, Yellen has said that the interest rate (usury) needs to be raised, because the long-standing economic recession in America is over, and economic growth is improving, and raising interest rate (usury) now is better than raising them after inflation starts. This is Yellen�s economic philosophy to raise interest rate (usury).

3- This argument is unconvincing, because the US economy is still weak, but American and even Western monetary policy is tied to the decisions of politicians, and not based on purely economic factors as it should be, and the decisions of the US Federal Reserve should also be independent of Government policy, but the reality is that the decisions on interest rates (usury) are merely political and are according to political and economic requirements. The seven governors of the US Federal Reserve are appointed by the US President and are approved by the Senate for a period of fourteen years, And the chief and his deputy from within the Board of Governors existing is appointed by the President of the United States for four years, and they can be reappointed during their term of office several times as desired by the US President.

4- In practice, the decision of the US monetary policy is affected by political factors; one is local, the other global:

�      At the local level, US presidents want to develop the US economy strongly at election time, because a strong economy would support the re-election of the president or the candidate of his party.

�      At the global level, America is competing vigorously with the economies of other countries, and at this time the economies of the world are still weak due to the effects of the global economic recession in 2008. Interest rates (usury) in Europe and Japan were about zero, raising interest rates in the United States will lead to a massive influx of funds towards America, which could have catastrophic effects on the economies of other countries!

5- Raising US interest rates (usury) now would be painful for other global economies, though not as much as last year. The New York Times reported on 9/3/2017, the following on Europe: Raising interest rates (usury) officially could be far away for years, the European Central Bank has left the interest rate index (usury) unchanged, saying it will continue the stimulus measures to buy government bonds and corporate bonds until the end of the year, albeit at a low level as of next April.

6- China has realized America's intention to raise the interest rate (usury) to harass Europe and withdraw capital to it, so it raised its interest rate (usury) in conjunction with the American increase to prevent the escape of Chinese funds for the raised interest in America, and to participate in attracting European funds, so China was forced to announce the increase in the interest rate (usury) immediately after the issuance of the US decision. This is according to a report published on 16/3/2017 on the Bloomberg website entitled "People's Bank of China raises borrowing costs in conjunction with the Federal Reserve." The Chinese Central Bank raised borrowing costs because the stable economy and the revival of factories allowing the following of the Federal Reserve when it tightens its policy.

7- In conclusion, raising the interest rate in America is not due to the recovery of the US economy, but rather to bring capital from Europe to get a higher interest rate than that in their countries, which is about zero. The purpose is therefore not only economic but also to weaken Europe, pushing it into crises leading to its dismantling.
